2026 In-Person Excused Absentee Voting

Primary Election dates: May 6, May 7, May 8, May 11, May 12 and May 13

General Election dates: October 21, October 22, October 23, October 26, October 27 and October 28

Time: 8:30 am-4:30 pm

Who qualifies for an in-person excused absentee ballot:

  1. Voter is a resident of Kentucky who is a covered voter as defined in KRS 117A.010,who will be absent from the county of his or her residence on the day of an election and during the days of no-excuse in-person absentee voting.
  2. Voter, or spouse of voter, who has surgery scheduled that will require hospitalization on the day of an election and during the days of no-excuse in-person absentee voting.
  3. Voter who temporarily resides outside the state but is still eligible to vote in this state and will be absent from the county of his or her residence on the day of an election and during the days of no-excuse in-person absentee voting.
  4. Voter is a resident of Kentucky who is a uniformed-service voter as defined in KRS 117A.010 confined to a military base on election day and during the days of no-excuse in-person absentee voting.
  5. Voter who is in her last trimester of pregnancy.
  6. Voter who has not been declared mentally disabled by a court of competent jurisdiction and, due to age, disability, or illness, is not able to appear at the polls on election day and during the days of no-excuse in-person absentee voting.
  7. Voter who is a student who temporarily resides outside the county of his or her residence and will be absent from the county of his or her residence on the day of an election and during the days of no-excuse in-person absentee voting.
  8. Voter who is employed in an occupation that is scheduled to work during all days and all hours, which shall include commute time, the polls are open on election day and during the days of no-excuse in-person absentee voting.
  9. Voter who is an election officer tasked with election administration for the current election cycle.
  10. Voter who is a person prevented from voting in-person at the polls on election day and from casting a no-excuse in-person absentee ballot on all days no-excuse in-person absentee voting is conducted because he or she will be absent from the county of his or her residence during all days and hours no excuse in-person absentee voting is conducted.
  11. Voter who is a caregiver who is providing medical or healthcare assistance to a voter who is qualified to cast an in-person absentee ballot.

Election Day Voting

Primary Election dates: May 19, 2026

General Election dates: November 3, 2026

Except for voters requesting a medical emergency absentee ballot or military voters and their dependents and overseas voters using a military application, a qualified voter may apply to cast a mail-in absentee ballot through the online portal up to fourteen (14) days before the Primary or General Election if the voter is:

  1. A resident of Kentucky who is a member of the Armed Forces and their dependents or voters residing overseas
  2. A student who temporarily resides outside the county of his or her residence
  3. A voter who is incarcerated in jail and charged with a crime, but has not been convicted
  4. A voter who is changing or has changed his or her place of residence to a different state while the registration books are closed in the new state of residence before an election of electors for President and Vice President of the United States, in which case the voter shall be permitted to cast a mail-in absentee ballot for electors for President and Vice President of the United States only
  5. A voter who temporarily resides outside the state, but is still eligible to vote in this state
  6. Prevented from voting in- person at the polls on election day and from casting an excused or no -excuse in-person absentee ballot on all days in-person absentee voting is conducted because he or she will be absent from the county of his or her residence all hours and all days excused or no excuse in- person absentee voting is conducted
  7. A participant in the Secretary of State's crime victim address confidentiality protection program
  8. A voter who is not able to appear at the polls on election day or the days in-person absentee voting is conducted on the account of age, disability, or illness, and who has not been declared mentally disabled by a court of competent jurisdiction.

If you qualify to cast a mail-in absentee ballot for one of the reasons above, you may access the online portal at govote.ky.gov. The absentee ballot tab will not be available until forty-five (45) days before the date of the Primary or General Election and closes fourteen (14) days preceding the Primary or General Election.

Absentee ballot for medical emergencies. In case of medical emergency within fourteen (14) days or less of an election, a registered voter and the registered voter's spouse may apply for an absentee ballot.

Military personnel, their dependents, and citizens who live overseas (temporarily or indefinitely) are permitted to cast an absentee ballot in one of the following ways.

  1. The qualified voter may vote during Early In-Person Voting.
  2. The qualified voter may apply for an absentee ballot that may be mailed, faxed, or emailed at the request of the voter.

Qualified voters may apply using the State Board of Elections Military and Overseas Voters Portal https://kentucky.enhancedballot.com/kentucky or submitting a Federal Post Card Application (FPCA) https://www.fvap.gov/. All applications must reach our office seven (7) days prior to the election. The ballot must be returned by mail and reach our office no later than 6:00 p.m. on Election Day.
